Smaller groups discussed two questions:
First, what does government do best? The groups answers:
- Judicial
- Infrastructure: bridges, highways
- Civil service
- Protection: fire, police, military and public safety
- Public health and guarantee purity of food, drugs
- Air Traffic Control
- Education
Second, is health care a right or a commodity? The groups answers:
- limits to life, liberty, pursuit of happiness – health care now necessary for these, but if limited, discrimination could result
- how define health care?
- Responsibilities of individual
- Better society if treat diabetics and similar needs early
- Right to food?
Four freedoms by President Roosevelt were mentioned: "We look forward to a world founded upon four essential human freedoms.
- The first is freedom of speech and expression — everywhere in the world.
- The second is freedom of every person to worship God in his own way — everywhere in the world.
- The third is freedom from want — everywhere in the world.
- The fourth is freedom from fear — anywhere in the world."
